Ranking occurs in real time, as does the rest of a wrestler's career.  The high school kids are ranked in their class, but then their class mixes in with other classes and experience levels in college.  It's a whole new ball game, so to speak.  Doesn't mean they were overrated, if a #1 ranked high school kid does not end up being #1 in college.  Apples to oranges...
