If you have the ability, check out the Nebraska Husker Online podcast from March 24. Mark Manning lays out how Nebraska does it in a great interview, and it sounds like what Wisconsin would like to do. They are also increasing to 13 scholarships there, I believe. The university definitely seems to have a better collective going on for athletics than Wisconsin does. If it can be done in Nebraska, why not Wisconsin?
