Alternates and Rotation Pick

I understand that alternates are picked on a "rotation pick"...but what exactly is that?  We have a 3rd place finisher with a known opening in a different region.  Just curious as to how they'd pick the wrestler to fill that spot if there were no other wrestlers in that region.  Thanks for any insight you can give us!

As far as I know it's a random draw.  You'd usually always be called by Monday.
