The example you gave would count as seven multiples (tourneys) and five duals. You could actually add 2 more dates as duals to get to your total of 14 but no more tourneys.

Another side note is that your conference tournament counts toward your 7 multiples and 14 total.

It is actually not too difficult to petition for using a tri or quad as two or three separate events.  I had to do this one year to get all the conference duals in.  We hosted a tri- and it just counted as two duals meets on our number.  The Woodland did it for years when you would have to face Pius and Brown Deer on the same night.
