Based off of last year's test results, they could have done it last year.  Only weight they were not at least two deep in was 106.  That sounds like a stabilized program to me, and that is the whole point of putting together co-ops.

How do the middle schools work in Tosa?  Can they choose a high school or does Longfellow automatically go to East and Whitman to West?

There are boarders at certain streets that dictate which school they go to, but usually Longfellow goes to East & Whitman goes to West.
