Off season contact

Can someone give me the facts about off season contact and summer contact rules for coaches?
I've heard the WIAA made some modifications to these rules.
I don't see any changes on the WIAA site. If you can point me to the actual rule I would appreciate it.
I'm also wondering if the middle school is part of the WIAA if these rules apply to them also.

From what I have heard is that contact is allowed once school is out,but not during the current school year.
