Along that same note, there should be more than one division 1 program in this state.

UWM or UW-Green Bay are both real possibilities.

What does it take to support a D1 program? $500,000 per year? $250,000? A friend of mine who coaches D3 and I were talking about it recently. It could be done. Bring on a women's team to keep the Title IX numbers nice, and find a small room to wrestle in. The rest is really travel and coaching salaries.
