What year did the TEAM STATE format change?

Does anybody here know what year they changed the format for how Team Champions was found for State?
Meaning, it use to be, the team champ was accomplished by gaining enough points at individual state, and then it got changed to the team dual format to decide a team champ.  I was guessing maybe around the mid 90's ?

1991 was the first year. My team beat the eventual team champ at regionals in 90, they did win duel though. Lancaster won with 2 qualifiers in class b, both champs in 1990.

I think it was actually 1991-92 season.
