Wow!  That is an interesting way to do stalling.  Not a direct penalty, more like a free kick that you must convert!  Those should be interesting 30 second spurts to say the least.

It still will depend on how they define and call stalling.  Will defense be construed as stalling?

I wonder if these new rules will be in effect for the schoolboy duals and the novice goodwill duals.
