UWW Senior Worlds Seeding (Improvements)

Currently there is criteria set to seed the top 4 at each weight.  This past year there was a first year issue of not including previous year world placement.  With the 4 year Olympic cycle of one year with 6 weights then the next three with 10 weights, the existing system will have issues.

I think seeding only 4 based on some points system is fine.  I want to comment on the issue of studs not earning a seed and the process of the random draw.

There should be a vote per weight class (all nations or nations qualified at the weight) to select the names of 2 additional wrestlers that deserve a seed.  Those two athletes would randomly draw for the #5 and #6 seeds so there is no arguing about which half of the bracket placement.  This would have to be done after team rosters are finalized and before the athletes draw a number for bracket placement.
