Best Wisconsin wrestler to never win a state championship?

The question is, the best at the time they were in high school, or guys that improved and blossomed later.... Best high school wrestler not to win, or most accomplished wrestler that did great things after high school?
Jack Reinwand didn't win a state title, but he certainly had a great college career and beyond, but was he really that good in high school, or did things click for him later?

Dale Hall was a great wrestler. Heck of a nice guy, too. Never really knew Dennis; but Dan was my idol when I was in college.

Does that count for these parameters?  I think it goes without saying the initial post was regarding WIAA.
